The UNESCO Global Media and Information Literacy Assessment Framework offers UNESCO Member States methodological guidance and practical tools throughout the assessment of country readiness and competencies, particularly of teachers in service and in training, regarding media and information literacy at the national level.
The MIL Assessment Framework provides methodological guidance for the national adaptation process, with six phases and various practical tools. It adopts a Two Tiers Approach. The first tier is Country Readiness – providing information on a country’s level of media and information literacy and its capacities to uptake MIL-related initiatives.
The second tier is MIL Competencies targeting all citizens, but in particular teachers in service and in training. As teachers are key knowledge gatekeepers, they need to be supported and empowered. Media and information literate teachers pass their knowledge and experience onto their students and, over time, those students will promote MIL and make an impact on society at large.
On the basis of the assessment results, countries will be enabled to make informed decisions – action oriented scenarios and strategies – for interventions aimed at the further development of MIL, by fostering an enabling environment and enhancing the competencies of their citizens.
